I am sorry and do understand your frustration when there is trouble with the oven not heating.
 
Glad to help out.   Im  looking at your Kenmore model number 911.9599980.

Lets make sure you got the correct bake element which I have listed below.   Also how to run a meter to the element and verify if it is good.   Also please check to make sure it is wired on good.   If after testing the element and find it is good.   The next item to look at is the wiring then if wiring is good the main control clock is bad.   Even though all else is working well the part of the control clock that runs the bake element is bad and needs to be replaced.

How to test your electric elements for the oven:
 
1.  Unplug your oven from the wall outlet.  Turn off the oven's breaker in the service panel if needed.
 
2.  Open the oven door and remove the baking racks.  Unscrew the heating elements from the oven.
    
3.  Get a multi-meter and set it to Rx1K.  Just place one lead of the multimeter on one end of the
    element and then place the other lead on the other end of the element.  The needle on your 
    multi-meter should register anywhere from 19 to 115 ohms.   Replace it if not in that area.

However, being that this is an older model, we no longer have an owners manual available. I apologize for this inconvenience. The manufacturer will usually stop making parts for any given unit, 7-10 years after production.
The F2 error code on your oven indicates that temperatures has exceeded the normal conditions. You may have a malfunctioning oven temperature sensor or electronic board. If you have an ohm meter and are comfortable testing voltage, you can test your temperature sensor. It should have a resistance measurement of approximately 1100 ohms at room temperature. If the sensor checks out okay, you will need to replace the control board.
SAFETY NOTICE: Be sure to disconnect power to the appliance before performing any repairs. If you are not comfortable with doing any voltage checks that might be recommended, please contact your local service provider for repairs. Be aware that there could be sharp edges inside the appliance that could cause cuts or other injuries to yourself or others.
