That red warning light for the cooktop that stays on (even when the surface is cool) is caused by a bad sensor/limiter switch on one of the radiant surface elements. That type of failure is explained in that link for a previous answer that Yadira posted in the above response. Your range appears to have only one hot surface indicator light. That hot surface light is staying on due to a bad sensor/limiter switch on one of the elements. You would need to determine which element has the bad switch and then replace the sensor/limiter switch on that element. The wiring diagram for your range is shown in the first image below. That circuit for the hot surface indicator light is traced in red. The second image shows how to lift the cooktop on your range. NOTE: Lifting that cooktop too high can crack the surface .

Be sure that you unplug the range before accessing internal components.

If you are able to trace the wires in that circuit, then you can pull one wire off of the thermal sensor/limiter switch for one element and tape the end of the wire with electrical tape to prevent the end of the wire from shorting out against the metal cabinet. You can then briefly power up the range to see if the hot surface light stays on. Do not make contact with any internal components while the range is powered up with the cooktop lifted. If the light stays on, then you can unplug the range and check the next element in the same manner. Use a process of elimination to determine which element has the faulty thermal sensor/limiter switch. Once you find the bad component, you can order that part from this page: Kenmore Range Model 911.95351590 Parts . Be sure that you unplug the range before accessing and replacing that component.

Your details indicate that the 2 red lights blink when you turn on the oven. If the preheat light is flashing, then you could have a bad temperature sensor. Information about that fault code and the sensor is shown in the third image. You can unplug the range and access the control board in that console as shown in the third image. You can check the oven temperature sensor circuit using a volt/ohm meter. You should measure around 15 ohms of resistance through that circuit at room temperature. If the resistance of that sensor circuit is okay then you will probably need to replace that clock control board in the console. If the sensor resistance is bad, then you could have a bad temperature sensor probe or a wire harness failure.

On something like this you will need to have the thermal limiter replaced if the hot surface indicator is staying on. If you only have one hot surface LED, all 4 of the limiters will need to be checked in order to determine the failed part. This type of repair will require lifting the top to access the heating elements. Please see the image provided below.
