Thank you for your question. Small scratches are bound to happen over time to our appliances. I understand needing a way to minimize those and keep the range looking good. The best way to help remove some of the smaller scratches and minimize the others, is use of a ceramic cook top cleaner. This will also help to protect the surface. Most stores carry these products. You can see a selection at Sears . It looks like the model number is 9119378610 .  The manual for this model is no longer available. After 10 years, the manufacturer no longer provides support material.  I have researched some on the web, but was unable to locate a copy. The broil element is not designed to come on during the bake cycle; only the bake element will operate during the bake cycle.
