Thank you for choosing SearsPartsDirect.com and being a valued member.  I can certainly understand how frustrating it can be when your range is not working properly.

 It sounds to me that the wiring may be incorrect or you may have a bad control switch for that burner. 

The infinite switch that you set when you turn an element on cycles off and on to control the temperature of the element.
 
When an element gets too hot at a low setting the infinite switch is bad.
 
If you replace the infinite switch be sure to disconnect the power to the range before removing the back panel to access the switch.

WB23K5062 is the replacement part number.
