Thank you for your question and I understand your concern.

You will need to order the terminal block kit #WB17X210 for model 911.6348810 Kenmore range and you will likely need to order the surface element too if the prongs that insert into the terminal block are burnt and pitted. If you continue to use the surface element with burnt and pitted prongs it can create a bad connection which will eventually cause the new terminal block terminals to burn up and begin the same symptoms.

Should the upper (broil) element in my Kenmore model 9116348810 range come on when baking?

When you are baking and the bake element is heating it gets 230 volts. When the bake element is heating the broil element gets 115 volts (half power). It will get pretty warm, but won't turn red. This is done to brown the top of the food you are baking.
