That type of problem is normally caused by a failed infinite burner switch in the cook top. Replacing that bad switch should fix your problem. You can order that part from this page: Dual Burner Infinite Burner Control Switch for Kenmore Elite 36" Cooktop 911.44014990 . Be sure that you shut off the house circuit breaker for the cooktop before accessing and replacing that burner switch. You will need to pull the cooktop out of the counter and use the procedure shown in the image below to access that burner switch.
