what is this burner 9114352990 Kenmore Electric counter unit

The reason this burner is different from the original is because it's a substituted part. The model number you provided was manufactured in or around the mid 80's, and many of the original parts are no longer being produced or available. The manufacturer has taken parts from newer units that will still work on your unit and put them in place of the originals so that parts are still available.  

This element should be a functional equivalent to the original, which it is a manufacturer authorized replacement. However, I can't answer why it heats up so quickly, but if it seems like an issue, you can have a technician come out and take a look at it for you. 

Unfortunately, I wasn't able to come up with any documentation for the element, I tried pulling up some models that use it, which most are GE's and were manufactured in the 90's, but I was not able to find any supporting specs or documentation for the element.
