The technical explanation of that error code is shown in the image below. Since you replaced that control board, you should be able to shut off the circuit breaker and access the control board. Unplug the ribbon keytail for the control panel. Reassemble the oven and power it back up with that ribbon keytail unplugged. If the F1 is displayed on the control, then you will need to replace the control board (part WB27T10264). If the F1 is not displayed with that keytail unplugged and the oven powered up, then you will need to replace that control panel (part WB36T10071). There are some situations where you must replace both of those components to fix this problem.

What does the F7 error code mean on my Kenmore model 91141369690 double oven?

The F7 error code indicates that a keypad is stuck or a control relay is stuck.

You can turn the power off for a couple of minutes and see if the problem reoccurs when you power the oven back up.

If the error comes up then most likely the console has a stuck keypad. If the error doesn't come up then start the oven and see if it will now work.

If the error comes up in the middle of the cycle then most likely the relay on the control is stuck and the control will have to be replaced.
