The "F2" fault code implies the oven temperature exceeded 590 degrees with the door in the unlocked position or it exceeded 990 degrees with the door locked. If the actual over temperature condition occurred it may have a failed control board. It could also have an open thermal switch or high resistance connection in the temperature sensor. (See image below.)

Based on your symptom I recommend calling a service technician to diagnose and repair your range or you may want to think about replacing the range rather that having it repaired.

I recommend calling 1-800-4MY-HOME or 1-800-469-4663 to set up a service appointment if you decide to have it diagnosed and repaired.

Thank you for contacting SearsPartsDirect.com with your questions about your Kenmore Built-In Oven. I am so sorry to hear the lower element needs to be replaced. I will be happy to help you with your concerns. I would like you to verify your model number on the oven since the number you provided (911.41185) is not a complete number. I have included the link to our website that will help you locate the model number on your product. Having the complete model number is important when ordering replacement parts. The oven cleaner is most likely what caused the element to fail. Your oven has a self-clean feature. On ovens and ranges that have the self-clean function you should NEVER use oven cleaners in or around any part of the oven. Please refer to "Care and Cleaning" section of the manual. Another important thing to remember when cleaning your oven is NOT to clean the door gasket. It is made of a fiberglass material and cannot withstand abrasion. If you notice damage to any of the other elements or the gasket, you should replace them right away. 
 
When you are completing your repairs it is important to disconnect the power supply to the oven. Even though the controls are in the "off" position, the oven is still connected to electricity. To remove the power supply you need to either unplug the oven from the outlet, or if you are not able to do that, disconnect the power supply at the circuit breaker in the fuse box to your home. If the power supply isn't disconnected any wires that come into contact with the oven or each other will complete the electric circuit and you will at the very least have a damaged wire.  More importantly the oven could catch fire or you may suffer serious injury or worse from electrical shock. That burnt wire that fell down into the insulation will need to be removed and replaced before you install the new element. I have the same need to change the lower element on the top oven. The person generating this post has a valid question on constant power to the element. Is it normal for the red wire to the element to always be hot? I've been in electronics for over 30 yrs. When my element burned out, I did some circuit testing to see if anything else when wrong. I was surprised to see that the hotwire was actually hot when I applied power to the oven. That seems a potential hazard to me. Even though the oven is self-cleaning, it needs to be wiped down after a cleaning cycle. If it element is always connected to power, that means I've always been cleaning around a powered element with a damp cloth. Not a good thought. So the quest stands. Should the red wire to the element have power to it as soon as the breaker is on?

That cooktop does not appear to be a brand new current model. The original cooktop should have come with a regulator that is part number WB19T10078. That part is shown as Key 312 and is circled in red on the parts drawing below. You can view all of the parts for that cooktop and order any missing parts from this page: Kenmore Cooktop Model 911.33213101 Parts .
