I am sorry to hear of the flooding carburetor. I know how frustrating that is.

I wouldn't replace the carburetor yet. I would recommend performing a thorough cleaning on it. More than likely, your needle that connects to the float and slides in the seat is sticking and is causing the float to bring in too much fuel. A good cleaning will usually solve that kind of issue. Also check the float, it doesn't happen often, but sometime they can get fuel logged and allow too much fuel to enter which will flood the carb. 

Due to the flooding carb, I recommend checking the oil. If too much fuel is in the cylinder, it will make its way down to the crankcase and mix with the oil. If the thinned fuel/oil mixture is used in a running engine, it will damage internal components. If the oil smells of gas or is overfilled, perform an oil change after you clean the carb. If you decide to replace the carburetor, the part number is 20-853-35-S.

I am sorry to hear of the issue you've had with the impeller. I know how frustrating that is.

The part number you have is correct, but unfortunately, the impeller has since been discontinued with no substitute. The only options I can see would be to run an online search for the part number to see if you can find any new old stock on sites like Ebay; outside of that, taking the impeller to a machinist would probably be the next best thing. 

If you're able to get your hands on the impeller, there are some great YouTube videos that show how to perform the impeller installation. There is a lot of disassembly involved, but it can be done outside of a shop.

Thanks for your reply. I think I have someone to dis-assemple the unit and pull the impeller. It is slightly bent causing it to hit on a bolt head on the back of the snow cavity. I have a metal fabricator who is going to attempt to straighten it, assuming I can't find the part online.
