Most of the time technicians are required because they have the valves to connect to the system to replenish it. Thank you for your question and I understand your concern.

In order to change the angle of the miter cut you will need to loosen the locking handle knob, push down on the lock lever above the locking handle knob and then the table should rotate. If it does not rotate, the table is likely jammed. I added an image below to reference.
