Im looking at your model number 831.299280 and from your description it does seem like the motor is bad. The  walking belt does require to be lubricated between the belt and walking board. It is possible with time if the belt was not lubricated the resistence could have damaged the motor. If you remove the drive belt(not the walking belt) from the motor and start the machine to see of the motor will turn without the drive belt on. If  the motor works you may want to check the rollers are turning properly. I have included a link to our PartsDirect page where you can purchase the part you need to complete your repair. Both machines are right around the same age. I show the 299280 as hitting production in November 1999 and having a weight limit of 250lbs. The 299272 has a production start of February 2000 and it also has a weight limit of 250lbs. Both machines use ProForms proprietary walking belt lubricant which is part number 219168 or 219170 (3 pack), both are available HERE .

Both machines are built to about the same specs are far as frame and chassis. The electronics and motors are basically the same between the 2. I feel like the 299280 will have more features on the console as far as programs and such. If you do not use programs and just turn the thing on and run then either one is going to suffice.
