There could be a number of issues that could be causing the tread mill not to run. Belt tension could be a big factor. If belts not tight enough then the motor could just be spinning on the belt. Also belt centering could cause a huge issue. Over time of the belt walking to the right or left can wear it unevenly making it not want to spin. The last couple of things could be the wiring to the console, the safety key, or the motor itself.

Thank you for your inquiry on your Proform Treadmill, Model: 831.297792. From reviewing the details on your model, it is rare that the walking belt will stretch enough that the rear adjuster will not tighten the belt enough keep it from slipping. I would recommend that you remove the motor cover, carefully start the treadmill, and then step on the belt. Watch in the area of the front roller. If the front roller keeps turning, the walking belt has to be replaced. If the front roller and the roller pulley stop, you have to adjust the drive belt. To adjust the drive belt loosen the motor mount bolts move the motor to tighten the belt. Hold the motor so the belt is tight and have someone tighten the mounting bolts. Now carefully test the operation to ensure the belt is tight enough. The instructions for replacing the belt on a treadmill have never been printed. There are so many models with different variations it would be very difficult to do. Technicians are taught the basics at training sessions and are expected to adapt to the model they are working on. Basically you disconnect the power to the treadmill and remove the motor hood. Remove the drive belt from the motor and front roller. Remove the side rails and the rear end caps. Remove the walking board. Remove the adjusting bolts for the rear roller and remove both front and rear rollers. Slide the walking belt off the right side of the rollers. Reverse these instructions for installation of new belt. 

Safety Warning: Before beginning the repair, disconnect the direct power supply to the treadmill to prevent the risk of injury or any electrical shock.

Thanks for contacting ManageMyLife.com. I understand how frustrating it is having trouble with your treadmill not folding properly. We are here to help. Based on the symptom, I suspect the incline is not down all the way. The incline must be completely down to fold up the treadmill. If the console shows the incline is at zero and the treadmill does not fold up, the incline needs to be recalibrated. The image below shows how to calibrate the treadmill. I hope this helps.

Stan, Here is a better copy of the calibrations instructions. To enter the "Calibration Mode" follow the steps below: 1 Remove the safety key 2 Press and hold the Stop and Speed up button 3 Insert the safety key 4 Release the Stop and Speed up buttons. The console is now in calibration mode. While in the Calibration Mode go to the second level by pushing the Speed Up button. Push the Speed Up button until 84% or 85% show in the Calories window of the console. Next, push the Speed Down button until the display shows zero. Push the incline up button and release The incline should go to the maximum height and return to zero. Pull out the safety key and reinsert it so the treadmill returns to normal mode. The treadmill should fold properly.
