That type of failure is often caused by a loose wiring connection or a bad wiring harness. I posted a wiring diagram for that treadmill in the image below. I recommend that you UNPLUG the treadmill and check the wire harness connections between the control and control board. This may help you find the cause of that failure. It looks like you will have to take the center console out from the base to access the battery box. I do not think the battery is going to cause this problem as the battery should be for memory purposes on this model, not for power. There have been a few of these turn up with harness problems to the console causing the machine not to work. Check where the harness plugs to the console and where it joins on the circuit board (under the motor hood) to see that all the connections are tight. Check the harness where it goes into the upright tube as it could have rubbed through there.

Let me know what you find and I'll check to see if there is anything else we need to check. It could just simply be a failed power board.

This is very likely going to be a failure with the console itself. If you look on the bottom of the console you should see where the harness plugs into it. Make sure the plug is tight and that no wires appear damaged. Next, unplug the machine from the wall and remove the motor hood from the machine. Check the plugs on the board to make sure they are tight. On the end of the drive motor there should be a disk and sensor for the speed. Check to make sure there isn't a lot of dust built up in that area as this can cause the machine not to read speed.

Also, while you have the motor hood off, check to see if there is a tech sheet with a schematic on it in there. If there is, you may run the machine through the calibration procedure after you check everything to see if the machine will then run as it should.
