I am so sorry the belt needs to be replaced. The treadmill parts normally come with the installation instructions. I am so sorry they were missing from the box. I am sorry and do understand your frustration when there is trouble with the treadmill.
 
Glad to help out.   Im  looking at your Proform model number 831.297031.

I have read the manual and on this model it states on page 7, I would read that.   If you don't have the manual then you can download it free of charge at www.managemylife.com

The vibration you have is usually from a front or rear roller that is going bad.    Take a look at the rollers and if the bearing is going bad on either one then you will get this bad vibration and vibration noise.

Rear roller for model 831.297031

Front roller for model 831.297031 is no longer avilable.

When I power on the treadmill, the running/walking surface begins moving for approximately 2-3 seconds and then just quits. EEEE is then displayed. Is there a bad part?
