I did look into the model number you have provided and I have found information in your Owner's Manual. There are installation instructions on page 6. I recommend reversing the steps to disassemble the unit.

I am sorry and do understand your frustration when there is problem with the crosswalk.
 
Glad to help out.   Im  looking at your Proform Crosswalk model number 831.247230.  
 
May I ask is this the controller board at the bottom or the console at the top you have been exchanging in trying to fix. 
 
There is a controller board at the bottom is what I believe the problem is and would need to check the reset/on/off switch.
 
Sounds like you need to get a professional check up on this being how you are trying so hard and having so much problems with the same thing.
 
I'd recommend our Sears Professionals at 1-800-469-4663 to come take a look.

Your treadmill has some diagnostics on the motor controller that should give you an indication of what the problem is and some tests.

I am sending you an image of the diagnostics for the motor controller.

If the treadmill has been used a lot, the walking belt could need lubrication. If the led is blinking once per second, the walking belt should be lubricated. The part number for the belt lubricant is 219168, and the price is $3.99 per tube.

Read the codes on the motor controller without walking on the belt and while walking on the belt. This will give you a better test.

Be sure the drive belt or the walking belt are not too tight.
