If you are certain the receptacle in the wall is live and nothing at all works on the refrigerator, there could be a broken or disconnected wire or the control board mounted in a compartment on the outside rear wall of the refrigerator has failed.

I'm sorry that you are having a problem with the ice dispenser. Normally when this happens it is due to air in the water line. However since it's both the water and ice that are coming out, it sounds like a problem with the lever. There is a spring that push the level forward to stop the flow from the dispenser. If this is dislocated or stuck it will not be able to stop the ice or water. Below I have include the instruction on how to disassemble the dispenser, so you can check the spring. If this is intact and then it could be the solenoid in the dispenser. This is also listed in the instructions. Your can order any parts you need from this link Sears Parts Direct
