I am sorry and do understand your frustration when you are having trouble with the water flow in your refrigerator.

There are 2 main things to look at.   Yes, it sounds like the water filter and the next thing to make sure and that is you are changing your water filters.   The cause and effect could be the 1 valve or both together the valve and the filter needing changed.

This intermittent problem may be difficult to diagnose. Since the dispenser works after you reset the ice maker, this seems to indicate that the components in that water dispenser circuit are okay. You could have a problem with the electronic control board. I posted a wiring diagram for the refrigerator in the first image below with the circuit through that dispenser water valve traced in in blue and brown. The second image shows a picture of the electronic control board that is mounted on the back of the refrigerator. You can unplug the refrigerator and pull it away from the wall. Remove the cover over the control board. The third image shows the location of the control board on that type of refrigerator. You can check the wiring connections on that control board. If you are confident that you can safety check voltage on that control board using a volt/ohm meter, then you can measure the AC voltage between the brown wire on CON4 and the white wire on CON5 when that dispenser lever if engaged. Note: You should only check that live voltage if you are completely confident in your technical ability to safely measure it. Wear electrical safety gloves and safety goggles when checking that voltage. Unplug the refrigerator as soon as live testing is completed . If you do not measure that voltage at the control board then you can unplug the refrigerator and check the continuity through the dispenser actuator lever switch. If that switch is okay and the wiring circuit is good, then you will probably need to replace the control board if it is not sending voltage through that dispenser water valve circuit.

You can order parts from this page: Kenmore Elite Refrigerator Model 795.51086010 Parts . Be sure that you unplug the refrigerator before accessing internal components and replacing parts.

If the control board is sending voltage through the water valve circuit but the valve is defective, then that component will need to be replaced. The 4th image shows how to access the water valve in that refrigerator. Your water valve may be slightly different than the one shown in that 4th image. There is a possibility that is it is in a different location. If you need more help with that issue, let us know.

Thank you for your question. I know sometimes it can be frustrating trying to remove some parts. After checking with the source on this, there is no other method to remove the cover. It may be stuck and sometimes using a warm wet cloth and cleaning around the edges can help free it. I hope this will help you.

No it's not stuck. There is no way to take it out. You can see there are 2 pegs on each side that fit in an oval slot which has no opening at the top so you can lift it out. You can't tilt it to one side so the other side slips out of the oval slot. Why can't you be contacted by phone? This is the most rediculous way of trying to get help.
