The water can freeze inside the wall in some models. The water pressure could also be low. A good way to check it is, to remove the filter and get some water. If the water flow increases without the filter, it indicates that either the pressure is low or the filter needs to be replaced.

If the filter was recently replaced, you may have air pockets in the water line. You will need to purge the line for about 1-3 minutes or until you have released a gallon of water.

Although it's three years later, I thought I'd follow up to let you know that this problem was resolved. The refrigerator had been installed in a newly constructed home. Replacing the refrigerator's water filter solved the whole problem. Although the filter was brand new, it quickly became clogged in less than a month with what must have been foreign material inside the home's water lines. Even the second replacement filter seemed to have a shorter life than expected. But by the third filter, water flow was fine and the filter lasted a normal duration.
