I looked at the model number and the color on the panel and on the cooktop both confirmed it is a Bisque color.

I am sorry and do understand your frustration when there are problems with the range.
 
Glad to help out.   Im  looking at your Kenmore model number 790.97434800.

I hear all the elements are working in the oven but just not getting to the right temperature Or are they not getting hot at all.    The first thing to do is to take out the upper broil element then the lower bake element and test them to see if they are sufficent voltage.   If the upper and lower elements are well then you need to change your tempeature probe that is inside the oven.

Instructions on testing your elements:
 
1.  Unplug your range-disconnect the power.  Drop the door down gently.  Check one at a time and unscrew the bake element at the bottom first.
 
2.  Sometimes you can just look at the element so inspect it for things like signs of wear, charring, blistering, or breaks then you automatically know to change it.
 
3.   When you take the elements out then you can also verify if they are connected well from the wires to the elements.  If loose wire then maybe all it needs to do is be reconnected.
 
4.  Once out test the elements with a multimeter and you can find out its continuity.  Set  your meter to the lowest setting of homs, then calibrate the meter following its instructions.  Touch one terminal on the element with one of the probes and touch the other element end with the other probe.  Look at the meter's display to determine if it has and how much ratings.  The reading should read anywhere from 0 to 50 ohms of resistance if it is good.  If not then you know to replace it.

The fan in my oven is loose. Our warranty was up in May. Can we fix it by turning the screw 1/4 turn to the left? I think that is what the repairman told us

The general instructions sound correct but without knowing the model number of your range I can't provide any model specific instructions. Based on symptom the fan blade may need to be loosened and push backwards just a little and then re-tightened if it's rubbing. If it's not rubbing then it may just need tightened.
