Hello Ryan. I am sorry to hear about this problem that you are having with your Kenmore Range Model 790.96424407.

 

That left front burner has a simmer select control board and a burner switch in the circuit that could be causing this failure since you replaced the element and the burner still does not heat. A wiring failure or a bad relay on the cooktop lockout control board could also prevent that burner from heating. With this many possibilities for the cause of that burner failure, I recommend that you have a service technician  diagnose and repair that failure.

Note: Your model does not appear to have a convection fan so disregard the instructions about removing the convection fan blade cover. NOTE: Disconnect the range from the power supply before servicing the range.
