Q:

Why won't the broiler element work after replacing it?

A:

If the broil element was replaced because it had shorted out, the control board has likely failed. When a broil or bake element shorts it can cause a board failure. I added an image below of the electrical circuit of both oven elements. You will see that the L2 out is common to both elements. If the bake element works but not the broil, the likely failure is the BRL relay on the control board. See image below. The control board must close the Broil relay in order to provide line 1 voltage to the broil element. The broil element requires L1 and L2 voltage supply in order to heat. The control board is part #316418307.

You are most likely correct. When the broil element shorted out it likely took the broil (BRL) relay out, not L2. If L2 in or out had failed, the bake element would not work. See images below. The oven control (key#20) will need to be replaced, part #316418307. The oven control board is accessed and replaced by removing the back guard.

This symptom indicates a failure of the electronic oven control board (part 316452307). Since the broiler element heats in the clean mode but not in the broil mode, the other components are apparently okay. Replacing the control board will likely fix your problem. NOTE: If you replace this part yourself, be sure that you unplug the range to disconnect electrical power before accessing this internal component.
