Indicator Lights on Kenmore Stove

Thank you for your question and I understand your concern.
 
The "Element ON" indicator light(s) should come as soon as the burner switch is turned on. The "HOT SURFACE"  indicator light will only come once the surface gets hot. It could take a short time for the "Hot Surface" indicator light to come after turning the burner on and will remain on until the top cools down.

A:

Just discovered the breaker was still off. When we reset the breaker there was a very loud pop and sparks flew out the back. It now appears the board with the simmer select shows signs of burn.

Thanks for the information about the Kenmore range model 790.96419... I will be glad to assist with this issue.
Based on the description of popping and everything went off I suspect a shorted simmer switch. However there will need to be some checking for wire shorts, to all the other related components to be sure that other problems may be the cause. Always disconnect power supply before servicing appliance_
It also sounds like the breaker was tripped to the range when this happened. If you choose to check for shorted components and wiring, be aware of sharp metal in panel and component areas. Testing will require a volt ohm meter with appropriate scales and leads for proper testing.

A:

The digital display is not sold separately from the clock control (part 316418307) in that type of range. You will need to replace that whole clock control board to fix that type of problem. Be sure that you UNPLUG the range before accessing and replacing that part.
