I added three images below that should be helpful in connecting the new radiant burner. You will likely need to use the wiring schematic in order to connect the burner and be sure to look at the third image too.

You could have a problem with the right front radiant surface element or you could have a bad infinite burner switch for that element. A wiring failure is that circuit could also prevent the inner coil on that right front element from heating.

Check to see if the surface indicator light turns on when that right front burner is turned to the Single direction to heat just the inner portion of that element. If that light does not turn on, then it is likely that the burner switch (part 316238200) will need to be replaced. If the surface indicator light does turn on, then this indicates that the burner switch is probably supplying electric current to the element through that contact on the switch. In that situation, the surface element will probably need to be replaced (part 316418401). That circuit going to the surface indicator light is traced in purple on the wiring diagram in the image below. That diagram may help you understand the nature of the test described above. It is not a fool proof diagnosis but it will normally help you determine which part to replace based on a practical test. As noted above, a wiring failure in the circuit could prevent the element from heating. You can unplug the range and check the wiring on the burner switch and the radiant surface element if necessary.

You can order parts from this page: Kenmore Range Model 790.96412409 Parts . Be sure that you unplug the range before accessing internal components and replacing parts. You can access the infinite burner switch by removing the upper back panel behind the console. The second image below shows how to replace the radiant surface element in your range.

That left front burner switch (part 316436001) will need to be replaced since it will not turn. You can order that part from the Sears PartsDirect website. Here is a video that shows how to replace that switch: Video: Range Burner Switch Replacement . Be sure that you unplug the range before accessing internal components. That video also provides a tip on removing the burner knobs. Those knobs will pull straight off but you may need to use a string as shown in that video to help you remove them.

The gray spots on the burners may be on the top of the cook top even though it appears to be underneath the glass top. You can try cleaning those areas with a mild kitchen cleanser called Bar Keepers Friend. That product is safe to use on the glass cook top. You can find it in your local grocery store. Add a small amount of water to a pile of the powdered cleanser and then rub that paste into the gray spots on the cook top. This may help you remove the gray stains. If not, then the cook top (part 316456271) will need to be replaced to fix that problem. Reply with additional details if you need to replace that top and need help installing it.

The metal shut off arm should be catching on the ice and preventing the ice maker from cycling when that ice bucket is full. If that arm is catching properly on the ice but the ice maker keeps cycling, then the ice maker assembly (part 5304458371) will need to be replaced.
