When the range malfunctions dinner time may become take out and that is not something that is good long term. The answer Barbara H sent has good information about your problem.

If you measured the voltage to the element between an element wire and ground or neutral, you are probably not getting both sides of line to the elements. If you measure across the element terminals, you should get 208-250 volts ac.

If all the wires are good and the top elements are working, the electronic oven control (clock) is probably bad.

If you have continuity through the elements, the elements are good.

The wiring schematic for your range is the same as the one in the answer for the oven wiring. The clock sends L1 and L2 to the elements.
