Unplug the range for 5 minutes and then plug it back in. This may reset that control board to its factory default settings. If you still cannot set the clock, then the control board that you received is probably defective. Try replacing that clock control board with the original one and see if you still get the F9 error code. If you do, then this somewhat verifies that the new control board that you received is bad.

The new board had a PF flashing and the clock at 12:00, not an F9 error. I replugged the unit in and the keypad still doesn't respond......

Since you are still seeing that F9 code after replacing the control board, you probably have a problem with the oven door lock assembly (part 316464301). The switches on that component may be bad. Replacing that component may fix your problem. You may not need that control board based on your symptoms.
