I see that you got your owner's manual from James at our web site. I know it can be a real mystery when it come to buying a house with existing appliances. This Kenmore electric range was produce in 1998 and is about 15 years old. The average life expectancy of an electric range is 13 years. You may want to consider replacing rather than repairing a range of this age if it becomes apparent that it will be expensive to do so. Here is what that red indicator light means. Each of the surface elements has a thermal limit switch that will complete the circuit to that hot surface indicator light when that switch detects a hot surface. I provided a wiring schematic in the image below that shows those circuits. Your symptoms indicate that one of those thermal limiter switches on at least one of the elements is bad since the hot surface light stays on even when the cook top is at room temperature. If you want to fix this problem yourself, you would need to shut off the house circuit breakers for the range to completely disconnect electrical power and then disconnect that wire between the element limiter switch and the hot surface indicator light on one of the elements.

SAFETY NOTICE: Be sure to disconnect power to the appliance before performing any repairs. If you are not comfortable with doing any voltage checks that might be recommended, please contact your local service provider for repairs. Be aware that there could be sharp edges inside the appliance that could cause cuts or other injuries to yourself or others. Wear appropriate hand protection when working around sharp metal parts. Be sure to tape the end of that wire with electrical tape so that it does not short out against the metal in the cabinet . Carefully power up the range and see if the light goes out. If not, you will need to use the process of elimination to check the rest of the elements and determine which limit is switch is bad. NOTE: Be sure that you shut off the house circuit breakers to completely disconnect power before accessing the wires on those limit switches each time. Those switches have live voltage applied to them constantly . Once you determine which limit switch is causing this problem, that element (that includes the limit switch) will need to be replaced. You can order the element from the Sears PartsDirect website. Be sure that you shut off the house circuit breakers for the range before accessing and replacing internal components.

Disconnect the power to the range before raising the top. Open the oven door and remove the 2 screws holding the front of the cooktop to the frame. The cooktop has hinges on the back and you can lift the front edge to expose the elements.
