It would appear that only 120 volts is getting to the range, instead of the full 240 volts. The lights and timer work on 120 volts while the burners and elements need 240 volts. Check the breaker to see if one of them is tripped. If the breakers are ok, a voltage check will need to be made at the range outlet and possibly at the terminal block.
