Before you replace that oven bake element, I recommend that you check it first. Unplug the range to disconnect electrical power. To remove that bottom panel in the oven cavity, you will first need to take out the thumb screws in the back of that panel. Your details indicate that you see those screws. Once you remove those thumb screws, you can lift that bottom panel slightly and pull it backward to release the front of the panel from under a lip at the front of the oven cavity. You can then work the bottom panel out of the oven cavity. Once you have that panel removed, examine the bake element for visible damage. If the element appears to be okay, I recommend that you start the oven in the bake mode with that bottom panel removed. See if that element glows orange when it is heating. If it does, then that bake element should be okay. You can check the broil element to see if it is heating properly. If you need to replace parts, you can order them from this page: Kenmore Range Model 790.94369700 Parts . Be sure that you unplug the range before accessing internal components and replacing parts.

If both elements are heating properly, then the range is probably working normally. This type of range with the hidden bake element will normally take longer to preheat. It is not unusual for the range to take 30 minutes to preheat in most situations.

Here is another copy of that link: the "element on light" stays on when all elements and oven are off . Once you find the defective burner switch, you can order that part from this page: Kenmore Range 790.394369700 Backguard Parts . That previous answer has a video that shows how to replace that part. Be sure that you unplug the range before accessing internal components.
