Thank you for submitting your question. I understand your concern and I will be happy to assist you. The main  control board does not control the stove top burners. Based off of your description, I believe you're experiencing a wiring harness (316580420) issue for the surface top. If you have an ohms/volt meter you can test the burners themselves. This type of failure is caused by a stuck contact on one of the burner switches. The wiring diagram in the first image below shows the circuit for that Element On light circuit traced in purple. You may be able to determine which burner switch is causing this problem on your own through a process of elimination. Unplug the range and access the burner switches as shown in this brief repair video: Electric Range Infinite Burner Switch Replacement . You don't have to remove any switches yet. Just access the back of those switches for this test. With the range still unplugged , remove the purple wires off of one of the switches as shown in the second image. (The purple wire will be connected to the P terminal or the #4 terminal.) Tape the spade connector on the end of that wire with electrical tape so that it won't short out against the metal cabinet. Briefly plug the range back in to see if the Element On light remains lit with that wire disconnected. If it does, then you can unplug the range and repeat that process until you find the switch that is causing your problem. Once you find the switch that causes the Element On light to go out when that purple wire is disconnected, you can order a replacement switch from the Sears PartsDirect website. Be sure that you unplug the range before accessing internal components and replacing that switch. The video provided above shows the burner switch replacement procedure.

Hi Lyle Your solution was right on target. I tested the burner I use most often and sure enough when I pulled the purple wire off that switch the light went out. Thank you so much for your expertise. The failure is probably caused by a defective contact in one of the burner switches. It does not cause a danger such as fire or electrocution. It could cause confusion regarding whether an element is turned on or not. If an element is on but the "Element On" light is ignored since it stays on all of the time, then it could cause a burn danger is someone touches an element that they think is off. If you want to fix that problem, you can use the basic procedure described above to identify and replace that defective switch. If you need more help, let us know.
