If the broil element is getting red hot when the oven is set to bake, the electronic oven control has some contacts welded together in a relay. If this is the case the oven control (clock) will have to be replaced.

I would try disconnecting the power to the range and disconnecting the wire from the BRL terminal on the back of the clock. Set the oven on bake and see if the bake element will get red hot.

The element ON light is controlled by the burner switches. If the element ON light does not turn off when all the burner switches are in the OFF position, would indicate that one of the burner switches has failed. You stated the light stays lit even though the element is off and cool to the touch, so this indicates the likely failure is one of radiant burners.
