I am sorry and do understand your frustration when there is trouble with your range not shutting off.

Looking at your model number 790.92412103.   First thing to turn it off is to unplug it to be safe.  Secondly the control power is first to check your electrical cord.   Next would be to get a new power control board with the overlay.   You won't be able to use the old overlay so need to get a new one with the computer board.

Why is the top back display that controls the oven in my Kenmore range model 790.92412103 blank?

There is not a service manual available for this range. I provided the technical information for the range in the images below. The first image below shows a portion of the wiring diagram that pertains to the power supply for the control board. A technician will normally unplug the range and check the L1 and neutral wiring connection on the control board. The second and third images show the technical information on this range. You can refer to these documents to find the L1 and neutral connections on the control board. You can check the continuity of the wiring connections as well. If the control board is properly connected to L1 and neutral, then it will need to be replaced if it is not powering up.
