If you are not able to control the surface element by turning the burner switch to low, the switch has failed. In order to remove and replace the bad burner switch will require disconnecting the power supply from the range.

Check the broiler to make sure that the broil element is working in that mode. If the broil element heats properly and the oven eventually gets to the proper temperature and maintains it then you probably do not have a component failure.
 
 The broil element will alternate with the bake element in the preheat mode of many ranges but it does vary by model. That broil element may only stay on for 15 seconds every minute or two at the start of the preheat mode.

I would check the elements to see if they are heating up. I am thinking it is an element issue. If that is not the issue then the next step would be the control board.
