Your details seem to indicate that the electronic oven control board (part 316418751) is getting power but will not light up. I posted a wiring diagram in the image below. The voltage supply is traced in red. Those wires are actually black. The neutral connection is traced in green (actual wire color is white). If you are getting voltage to the control board but it does not light up then you will need to replace that control board (part 316418751). You can order that part from this page: Clock/Timer 316418751 for Kenmore Elite Range Model 790.79363405.

Be sure that you unplug the range before accessing internal components and replacing parts.

Note: If you check the live voltage going to the electronic control board, be sure that you follow electrical safety precautions. Wear electrical safety gloves and safety goggles. Unplug the range as soon as live testing is completed.

Thank you for the feedback and providing the wire diagram with the highlighted wires. I've tested the voltage supply and the black wires are getting voltage, but the white neutral is not. Would the failed neutral be the cause? If so, would that require new wiring? Or would a new clock/timer part more likely correct the problem. I've included a picture of the back panel and indicated the wires tested for voltage to confirm I was reading the right ones. Thank you again for your assistance.

You are testing the correct L1 voltage supply wires that are black but the white neutral wire is the one marked with green in the image below. With the meter set for measuring AC voltage (and the proper safety equipment used), you can check for voltage between each black wire and the white neutral wire shown below. Place one meter lead on a black wire and the other meter lead on the white neutral wire. You should measure about 120 volts AC. Check the other black wire in the same manner. If you do not measure the 120 volts then you have a wiring problem and that electronic control board is not getting voltage through those wires. If you are getting voltage through those tests then the electronic oven control board is certainly getting voltage. Note: That is a basic first test to determine whether the electronic control board is getting voltage. In many situations, replacing that control board will fix your problem if the display is not lighting up. In some situations, you may have a problem with the touch panel (part 5303935252). There is not a test available for that touch panel. If the control board is getting voltage then I recommend that you UNPLUG the range and check the wiring connections that are circled in red. Unplug the connections and check for corrosion. Plug them securely back in and see if the panel will light up when you plug the range back in. If not then you could have a failed control board. The transformer (circled in pink) on the control board could be bad. There is a chance that the control board is bad and the touch panel is also bad. Both will need to be replaced to fix that problem. I hope that this additional information helps. If you need more assistance, let us know.

I can understand the frustration of your burner not functioning properly, after researching model number 790.79363405. If the element does not glow red hot without a load on it, this could indicate a failed burner switch or a burnt burner element receptacle. Over time the receptacle will not make a good contact on the prongs of the element causing erratic burner operation. The element prongs could be burnt also causing the weak burner. Remove the element that is not heating correctly and exchange it with a known working element on the range. This will confirm if it's the element or not. It's likely to be the receptacle that the element plugs into that has burned up or the problem could be the prongs on the element itself. If the prongs are burnt on the element, it's recommended to replace the receptacle at the same time or it will prematurely fail again.
