I know that it can be very frustrating to have issues with your range. An F13 error code indicates that you have a bad EOC (Electronic Oven Control board). There is a possibility that you can get this error code due to a power surge through the electrical power lines. Try disconnecting the electrical power to the range by turning off the electrical breaker. Leave the power disconnected for at least 30 seconds. Reapply the power by turning the breaker back on. Thank you for your question and I understand your concern.

It's possible the stems have rusted but not likely. The knobs most likely just fit tight or because they haven't removed lately. If they have been removed and the stems on the burner valves were cleaned with a harsh cleaner they may have rusted or corroded preventing the knobs from pulling off easily. The knobs can be pried of using a couple of old spoons covering the control panel so not to dent or scratch it with a thick towel or try using two short pieces (12 inches) of nylon or cotton rope and route each piece of rope under opposite sides the stems of the knob and wrap the loose ends of the rope around a wooden spoon in order to get a good grip on the ropes and then pull with steady force and the knob should come off safely.

Use only warm water and mild detergent to clean the knobs. If they have any paint on the knobs, refrain from cleaning or rubbing the painted areas. To reinstall the knobs; realign the knobs and simply push the knobs back over the stems. I hope this information helps you in removing the knobs.
