Thank you for your question and I understand your concern.

Based on your symptom and details I suspect a weak bake igniter. If the bake igniter becomes weak and does not pull enough current/amperage it can cause a long delay in the opening of the oven gas valve. To access the bake igniter you will need to remove the oven bottom. Replacing the bake igniter will likely resolve the problem.

The electronic oven control does not have a thermostat in the control. The control has a bake relay that closes then the oven temperature sensor calls for heat. When the bake relay closes and completes the path of voltage to the bake igniter; the igniter must glow and pull enough current/amperage before the oven gas will open.

The bake igniter #316489400 for Kenmore range model 790.78582404 can be ordered from Sears Parts Direct.
