It sounds like the glow bar igniter is taking too long to get hot enough. I would replace that igniter, so you can get a proper safer light. Igniter part number is 5303935066.

How do I replace the electronic control to stop the beeping and F1 or F3 on the display? 79075863302 Kenmore Gas range

Thank you for choosing SearsPartsDirect. I can certainly understand how frustrating it can be when your range displays and error code and will not work. I did look into the model number you have provided, and I have found information to assist you. 

The F1 error code means:
1. shorted keypad
2. control's internal checksum may have become corrupted.
3. control has sensed a potential runaway oven condition. Control may have shorted, RTD sensor probe may have gone bad.
The F3 error code means:
 Open RTD sensor probe. Usually ends up displaying the F1 error  code. 

Yes replacing the clock/timer will clear the error codes. You will need to calibrate your unit after replacing the control board.
