The F3 error code indicates an issue with the temperature probe. Check the oven temperature sensor probe and replace if necessary. If the oven is overheating, disconnect power. If oven continues to overheat when the power is reapplied, replace the oven's electronic control board. Severe overheating may require replacing the oven, if damage is extensive.

The image below shows a diagram of that burner. I recommend that you check that orifice on the burner to see if it is clogged. You can also check the alignment of that orifice by placing a 7 mm nut driver on top of the orifice. That nut drive should stick straight up out of the orifice holder.

Make sure that the ports in that burner head are completely clear.

These are the troubleshooting steps that you can take on your own. If these tips don't help, I recommend that you have a service technician physically examine the range.
