I recommend that you have the installer make sure that all steps were completed in the LP (Propane) conversion process. The kit should have come with instructions for installing the new burner orifices. The regulator needed to be converted to the LP setting. The orifice spud on the oven burner needed to be tightened down to the LP position and the air baffle on the burner would need to be adjusted as shown in the LP conversion kit instructions. If some steps were missed, then this could be causing your ignition problem in the oven.

Make sure that the oven service shut-off valve on that pressure regulator is in the "on" position as shown in the image below. When that LP conversion kit is installed, that tab is sometimes left in the "off" position by mistake. That would prevent the oven burners from getting any gas even though the stove top burners would work.

If that oven service shut-off valve is correctly in the "on" position then I recommend that you turn on the oven and let it stay on a while to see if the oven burner eventually ignites. There could be some air in the gas line that is preventing that burner from igniting right away. The safety gas valve will not open up until the glow bar igniter (glow plug) heats to a point where it will definitely light the burner properly. If the burner will not light even after the igniter glows for a couple of minutes, then that igniter may need to be replaced. You can order that part from this page: Ignitor for Kenmore Range Model 790.71313708 . Be sure that you unplug the range before accessing internal components and replacing parts.

That wiring harness with the igniter switches is the correct component that you will probably need to repair this failure based on your description. That link for a previous answer that James posted in the above response should help you replace that wire harness with igniter switches. I also provided that procedure for replacing that part in the image below. Be sure that you unplug the range and shut off the gas supply before accessing internal components.
