It is true that the higher the voltage, the less KW of power are required to perform the same task. In this situation with the power ratings of the range, the other factors such as resistance and current are basically the same at either voltage. This means that the higher voltage will result in a higher power rating. The basic power calculations indicate that Power = Voltage X Current or Power = Voltage squared / Resistance . In either of those calculations, a drop in voltage will equate to a drop in power. The rating of this range appears to be accurate based on those calculations.
