Based on your symptoms, it is likely that you have a stuck relay on the Relay Power Supply control board (part 316442110). I recommend that you have a service technician examine the range and repair that failure. You can schedule service through this link: Sears Home Services .

If you want to fix this problem yourself, then you can shut off the house circuit breakers for the range and replace that control board yourself. You can order that part from this page: Power Relay Control Board for Kenmore Elite Range Model 790.46713602 . Be sure that you shut off the house circuit breakers for the range before accessing internal components and replacing parts. You can access that Power Relay Control Board by removing the outside back panel on the range.

Note: Replacing that control board is not guaranteed to fix that problem but it probably will resolve that issue based on your symptoms.

I understand your concern about this type of failure in the range. It is unusual for that type of relay to fail in the electrically "closed" position so that the element heats constantly.

I can understand wanting to know where the problem lies when the center element is not working on the right front burner.

It could be either the burner or the control system or relay board.

You are correct in that the element is one piece and you change it as a whole assembly. It is a possibility that the element is bad.

This is not a plug in connection it is hard wired to the control board.

Due to the complexity of the control system on this model I would suggest that you have a service technician diagnosis the problem.
