The hidden bake element is mounted below the oven cavity instead of inside it and it takes longer to preheat the oven. Normally these ovens take about 15-18 minutes to preheat to 350-400 degrees. I would not recommend replacing the control board. I suspect it is working properly.

If the voltage to the range is lower than 240 volts ac, it will cause the oven to heat slower. If you can test the incoming voltage to the range, I would recommend doing it. Lower voltage will effect cooking on the top burners as well.

Hidden bake elements make cleaning the oven easier and give the oven a cleaner look. Longer preheat is sort of a trade off for these things.
