Q:

Why would the replacement heating element not heat up in the oven?

A:

First, did you confirm 220vac to the range? If one breaker is tripped the top burner igniters and the clock will work but not the bake or broil element. You did not state which element failed in the oven. Was it actually bad, or did you assume it was bad and replaced it because it would not come on? You also did not indicate if the other heating element would come on or not in the oven.

The Electronic Oven Control board could have failed. The oven control board has to close the L1 and the L2 relay on the control board in order to provide the 220vac to the elements in the oven before it will heat. It could have just a loose wire connection too. A volt/ohm meter will be needed to diagnose the failure.

I recommend calling a service technician to diagnose and repair your oven.
