Check the surface burners to see if the igniter electrodes will click when a surface burner is turned to the "light" position. If the burner electrodes have power then this indicates that the electronic control board in the console is probably getting the proper voltage.

In that situation, you can unplug the range or shut off the house circuit breaker and check the wiring connections on the electronic oven control board. The wiring diagram in the first image below shows the voltage supply to the electronic oven control board traced in red and green. The actual wire colors are red and white according to the wiring diagram. You can access the electronic clock control board by using the procedure shown in the second image. If the wiring connection is okay, then you may consider checking the live voltage on those wires if you are confident that you can safely measure it using a volt/ohm meter. NOTE: Use extreme caution when checking live voltage. Wear electrical safety gloves and safety goggles when completing that test. Unplug the range or shut off the house circuit breaker to disconnect electrical power as soon as live testing is completed .

If the electronic oven control board is getting power but it will not light up, then that component (part 316418782). You can order that part from this page: Clock Timer Control Board for Kenmore Elite Range Model 790.36713503 .

If the control is not getting voltage, then you have a wiring failure between the outlet and that control.
