Without a model number I'm unable to provide you with part or model specific information. In general, on most models you can replace the bottom interior bottom panel of the oven. Please reply back to this thread with the complete model number.

Thank you for your patience. I looked into your G.E. model and the base part for the oven interior does not come as a separate part. Usually, there's touch up paint you could buy to cover the rust but that's a short time solution and I don't show touch up paint available for this model.

Since the oven or the cooktop will work when you use them by themselves, you don't have a short in either one.

The problem has to be in the house wiring or the fuse. If there is a loose connection in the wiring, it will cause heat that will trip a circuit breaker.

You need to get an electrician to test the circuit to the range.

Thank you for your question and I understand your concern. The screw you are describing sounds a like a Torx head. Click on the blue Torx and it will show you the type screw driver needed. I would not be able to say for certain what size Torx screwdriver is needed but you can purchase a small expensive set at any hardware store.
