Remove the transmission/belt cover from the top of the mower deck. You will see a slot just above the transmission on the left side. Snap in the big cable end into the slot and then connect the cable end (spring) to the hold in the transmission corner. What this does is lifts the edge of the transmission when you engage the drive cable on the handle. The transmission itself acts as a type of clutch.

I have attached a drawing of how the cable connects on the lower end.
