Part 70130532 shows on diagram as a handle. I ordered and received and it is some sort of knob or plug. 7038-400 Kettler Table tennis

Sorry to hear of the issue with the recent order, I know how frustrating that is to have occur.
It appears that Kettler has substituted that part in place of the original. Based upon their website and parts breakdown, they refer to that part number as a handlegrip, but as you mention, it looks more like a knob for the handle. I believe for your model, the actual piece you would be looking for is key 15, part number 7038-15. 
For convenience, I have attached a blue link below that you can click on to see a manual for a Kettler model that uses this same part. The diagram is a little more illustrative. 
The part you need from your model has since been discontinued. You may want to contact Kettler to see if they can assist you with locating a replacement handle from another model that will work.
