I know how frustrating it can be when appliances do not function properly.

The repeated thermal fuse blowing event is most likely caused be a loose connection in the harness. You did not mention if the fuse was replaced as a kit. The kit contains a thermal fuse, repair harness and wire ties. If the wrong fuse or the complete kit (part number 675813) is not installed then the fuse will blow again. If the complete kit is installed then the fuse shouldn't blow again unless there is a secondary issue.

In the event that the TCO or bimetal (fuse) kit has been installed, and the fuse has opened again, replacing the part without determining the cause will result in the replacement TCO or bimetal subsequently opening as well. The temperature control circuit (heater, control & temperature sensing devices) should be analyzed for proper operation as outlined in the Technical Sheet supplied with the product. I have included an image below that shows the fuse kit and wiring diagram with the ohm values. What you will need to do if this has happened is ohm all of the load bearing components. If one of these components is found to be out of normal range (ohm values), that component will need to be replaced along with the fuse kit. If all of the components ohm within normal range, the entire wiring harness will need to be replaced.

The model number you submitted is not a valid model number. I will not be able to provide any model specific information only general information. Generally the instructions will say press and hold the Heated Dry button and not the Lock On light.

Generally speaking to lock or unlock the controls press and hold the "Heated Dry" button for four seconds or until the "Lock On" light comes ON or OFF depending if you are trying to turn the control lock feature ON or OFF and do not press the "Lock On" icon light.

You can not disable or remove this feature. It is internal program in the computer board. Press the "Heated Dry" button and hold it to put the controls in a lockout or to take it out of control lock. When the "Lock On" light is lit, the controls are locked. When the "Lock On" light is not lit, the controls are not locked.
