The lower spray arm works fine but the middle and upper do not.

This may be a difficult problem to pin down. The first image contains a step by step for the water flow through the pump and out to the spray arms.

The 2nd image shows the spray arms and the path the water will take. In the top image part key 3 and 4 are important, and part key 2 might be clogged.

The lower picture shows the feed tube part key 1 which feeds the water to the upper spray arms. Check where the middle spray arm docks on the feed tube. If the rack is adjustable try the other docking port. The ports should seal when not in use. If they don't seal then there will be a lack of pressure.

As you access the inside of the sump make sure the "check valve" a rubber flapper is in place. You can check and clean the chopper screen and filters.
