I am sending you an image with the instructions to access the chopper which may be helpful to you.

I would also suggest lowering/raising the upper rack so that a different docking port is used. There are two docking ports and when one is used the other should seal off.

The water level should be just below the element.

One other thing that might affect washer pressure is the drain hose. The drain hose is looped on the left side of the dishwasher. The loop goes to the top of the dishwasher. Sometimes when the unit is installed if an extra foot of drain hose is needed the installer usually drops the loop to get the extra foot. Problem is if the loop is lowered then the water pressure is also lowered. If this problem has been a problem from day one then I would suggest checking for the drain loop on the left side of the refrigerator.

You can use the information in this procedure to remove the upper feed tube assembly and check it for clogs. NOTE: Your dishwasher may be slightly different than the one shown in the previous answer. The feed tube is likely secured by metal clips in your dishwasher. The basic procedure is still the same.

If you are able to remove the racks and take out the upper feed tube, you may find a clog or restriction that is causing your problem.

Even though the lower spray arm is rotating, you could have a clog or restriction in the sump area that is preventing the upper spray arm from getting water pressure. If you find no problems in the feed tube, I recommend that you access the chopper blade area to check for a clog or restriction.

These tips may help you resolve this problem in your dishwasher. If you need more help, resubmit your question with additional details.

Check the upper spray arm and the manifold for cracks or splits. Make sure that the spray holes are clear. You can clean the holes with a toothpick if necessary.

Make sure that the top rack is pushed all of the way in when starting the dishwasher. The manifold for the upper spray arm must dock properly in the feed tube assembly at the back of the tub.

Check the water fill level in your dishwasher. Start a cycle and allow the dishwasher to fill. Crack the door open to stop the dishwasher as soon as the filling stops. Open the door fully and look at the water level in the bottom of the tub. It should be within 1/4" to just touching the bottom of the heating element. If it is too low, you will need to resolve a water fill problem. Try manually adding some hot water to the tub using a bucket or container during the fill portions of the cycle to see if the upper spray arm will spin and wash properly. If it does then resolving a fill issue will fix your spray arm rotation problem. Resubmit your question with additional details if you need help addressing a fill issue.

A common cause for low water pressure in the upper spray arm of this dishwasher is a clog or restriction in the chopper blade area of the sump.
